Were you ab;e to start before replacement of the cluster?
Plug in a scan tool to check for trouble codes.
Our database does not indicate any necessity to reprogram.

Yes it did start and run. It had a burn mark in back of cluster and battery light would stay all the time, even with key off. When I replaced the cluster and it would not start I called ford and they said it needed to be reprogramed, the cluster needed it.I donot trust them they told me this once before and they replaced another part and chargeg me for it and it did not need to be reprogramed.

Yes, it does need to be programmed. It is the only way you will get it started
