2000 Ford Expedition heater problems

Took my car in had the heater core flushed and thermostat changed and still barely lukewarm heat. What ro check next I'm lost and its almost winter. Before that it would get warm barely at first than go cool now its consistently staying lukewarm.

Check to see if both heater hoses are hot first, if they are check to see if your actuator is working or not. You can try to pull fuse for hvac and for 60 seconds that sometimes resets them. See pic diagram shows location.

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
