2000 Chrysler 300 brake light

Rear lights stay on when the car is off. Pulled the fuse, as the only way that they would turn off. Signals still work ion proper order. When breaking, the s no illumination in the rear lights. Trying to figure out the cause, Could it be the break spring (underneath the pedal), or something to do with the rear shoes. Or could it just be some electrical issuer in general?

Can you tell if it is the brake lights that stay on or the tailights?
If it is the brake lights I would suspect the brake pedal switch is sticking causing the brake lights to stay on. Don't remove the switch but just disconnect the electrical connector from the switch to see if the lights turn off.
If it is the tailights then try swapping the "park lamp relay" in the fuse box with another matching relay to see if that fixes the issues.
