My 1999 saturn sl2 will not start but the accesories turn and there is a clicking noise from the engine bay when you try to start it. It only happens when it is cold out below 32 degrees and it cannot be jump started. It seems like it may be somesorte of a relay problem but not sure were the starting relay would be or even if it has one.

I doubt it's the starter relay they hardly ever go bad on that car. Have you had the battery tested also inspected the battery cable's to make sure there clean and tight?If you have done all that then do you have a multimeter or test light to trace power when it won't start?
