Checked the fuel pump could not hear it turn on so removed it and tested outside vehicle, it runs. Tested the wires going to fuel pump, one wire did not have power. Checked the fuses and fuel pump relay. Relay itself would click. Checked the relay box and it doesnt have power. Also can hot wire the car at the relay to battery and car will start.

The only wiring I can find says hot at all times going into relay even with key off. Are you hot wiring input or output of relay?

If the input does not have any battery voltage, you have a power supply fault from battery. It could be a connection problem within the fuse box if other components are working.

If it is the output terminal that you hotwire, then you have a faulty relay.
