1999 Ford Mustang theft

My daughters car will not start. The thief system thinks the car is being stolen. You can place key in like you are going to start it and every thing comes on but the Theft light is blinking. I have tried to unplug the battery to maybe wipe out the computer. I have unlocked and locked and unlocked the door. I have used the remote. My husband used his scanner on it and it just says theft. I have called the ford dealer ship and no one has called me back its been a week. Hopefully you can help

SECURILOCKY PASSIVE ANTI-THEFT SYSTEM
The SecuriLocky passive anti-theft system provides
an advanced level of vehicle theft protection. Your
vehicle’s engine can only be started with the two
special SecuriLocky electronically coded keys
provided with your vehicle. Each time you start your
vehicle, the SecuriLocky key is read by the
SecuriLocky passive anti-theft system. If the
SecuriLocky key identification code matches the
code stored in the SecuriLocky anti-theft system,
the vehicle’s engine is allowed to start. If the
SecuriLocky key identification code does not match
the code stored in the system or if a SecuriLocky
key is not detected (vehicle theft situation), the
vehicle’s engine will not operate.
If there is any potential SecuriLocky anti-theft
problem with your vehicle, ensure ALL
SecuriLocky keys for that vehicle are brought to
the dealership, to aid in troubleshooting.
Controls and features
try another key if you have one. This should be in your manual if you have one. If it won't start with another key then have a garage look at it. Also you might try ford customer service for your car as well on their 800 number.
