1998 Oldsmobile Cutlass Car Keeps Sticking Park Had Someone Only Works

My car keeps sticking in park. I had someone look at it, but all he said was it only works when he disconnects the actuator which means it will go in and out of gear without pressing brakes. what kind of a fix am I looking at here?

Have the brake switch and shift interlock control solenoid checked-
