Car cranks but no start. Fuse 14 inside (air bag and engine control)blown. Changed it, car starts ok in P and idles good. As soon as I move to R blows fuse again, put car in N and start ok moved to D and drives good for 1/4 mile then blow fuse again. Took fuse box apart no damage inside. Changed ECU (used) starts fine drives in all gears for few min(10min) then blows fuse again. Now it blows fuse 14 as soon as I turn key to ON Position(with both ECU).

A simple trick to finding a short is to replace the blown fuse with a pair of spade terminals, then use small jumper wires to connect them to a 12 volt light bulb. A brake light bulb works well. When the circuit is live and the short is present, the bulb will be full brightness and hot so be sure it's not laying on the carpet or against a plastic door panel. Now you can unplug electrical connectors and move things around to see what makes the short go away. When it does, the bulb will get dim or go out.

Depending on what's on that circuit, it might not operate when the short is gone because the brake light bulb will limit current to less than one amp. You may want to use a head light bulb instead. That will allow up to around five amps to flow and that may be enough for some items to function.
