It is either a fuel management of ignition issue.
Since you happened to be in a situation the the Idle Air Control Valve, (IACV), is at work due to the engine load from the steering and backing up, I would look at that first. They are a common maintenance replacement at age your car is.
There could be issues with the throttle body being dirty as well, sometimes the Exhaust Gas Return may need cleaning too. It gets dirty quickly and is an emission item.
All parts are collocated and would be an overlap in labor for the job.
Before you have it done, have a code reader hooked up and eliminate ignition and other possibilities.
