tranny problem

1998 dodge darango 4x4...doesn't want to shift into second gear. I can let off gas and reingage speed and it will shift. I changed to fluid and filter and replaced the governor (per suggestion) no codes. Not sure if I am geting proper pressures Any ideas?

Get it pressure tested this will give you an idea what's going on
