What could cause the front brake caliper to rub on the rim?

I started hearing a grinding sound while driving as I was removing the tire I saw that the rim had a grove around the inside upon further inspection I saw the caliper also had scrape marks on it every thing looks to be in its proper place?

This happens when the front bearing hub goes out here is a video of the job being done on a similar car, the process is the same for your car.
