Problem starting

1997 Pontiac Sunfire 2.2
When I start it it sometimes suddenly stops cranking and the dash warning lights lights also go out at the same time. It appears the electric just shuts off. This will happen on and off. However, when it happens it appears the engine also floods and is then very hard to start. I replaced the starter but that was not the probem
