First my dash gages were not working so a friend was checking the fuses and noticed that there was not a fuse in the place for the instrument panel so he took a fuse from the horn and placed it in that spot. Now my car will not start at all. Help

Is the security light flashing when it won't start? Are you sure it wasn't something else for the fuse. Pulling a horn fuse won't cause the car not to start. Put the fuses back in the proper spots and try
