Earlier models had a plate in the trunk, right behind the back seat. The '97 model was the first car designed 100 percent by a computer. The idiot computer didn't know head light bulbs burn out and you need access to get to it other than taking off the bumper cover, so that computer might have left off the plate in the trunk too.
In case you have to remove the cross member to lower the tank, there should be only four nuts, as I recall. It would be real smart to spray paint some "witness marks" around them so you put it back in exactly the same position. Loosening the nuts and sliding the cross member sideways is actually part of the four-wheel alignment procedure to make both rear tires tip in or out on top the same amount.
