THis could be a couple problems. First, there is a check ball in the filler tube that is designed to prevent fuel from leaking from the tank in the event of a roll over. If it is stuck, fuel will only go into the tank very slowly. Also, when you look into the filler tube, you will notice there a large tube for the fuel to enter the tank, and a smaller one as a vent. It could be plugged and not allowing air to exit the tank.
