does heater coil have to be installed under dash before it can work

Not sure what you're asking. There's a heater core inside the heater box under the dash. That's like a very small radiator. Air is blown through it to get warmed up, then it is blown out as heated air. The heater core isn't something you install. It's something you replace when it has a problem.
