Is there a better way to replace a timing chain, on a 1995 toyota 4 runner 4 cyl 22re engine, other than taking the head off?

No not really, as they do not have a split link to feed in a new chain, and you really should also be doing the gears and the guides as well as these will be worn if the chain has streach to the point of it needing to be replaced.
