You're talking about two totally different things. Do the dash lights, interior lights, and / or head lights turn on full brightness? If not, the battery could be run down or defective. How long since you ran it last; hours, days, months? If the lights are dim or don't turn on at all, charge the battery at a slow rate for at least an hour, then see if the lights work. If they're still dim, use an inexpensive digital voltmeter to measure the battery voltage, then holler back with that number. It should be 12.6 volts.
