Do both wheels turn on the front wheel drive while in reverse and forward. And If one side doesn't, the what is the problem.

If both front wheels are on dry road or have equal grip on road surface they both turn with engine speed. If however, say 1 is on patch of ice, then it will turn while other does not. This is normal. Only specially equipped cars with traction control or all wheel drive do otherwise.
