How can I troubleshoot my fuel pump

AND my fuel pressure regulator so I know which one exactly is bad cos I dont have a lot of cash, almost none. Car ran fine when I putit in garage last night. Got up to go to work, turns over, but doesnt start. Checked fuses under hood and dash. O.K. I then checked fuel pressure by depressing that stem on the fuel line. Nothing. I then removed the tube to the air filter and sprayed some starting fluid into the tube towards carburator, started up and stayed running while I continued to spray. So I assumed fuel pump. Only to find out about this pressure regulator crap, which I know nothing about. Help!
