94 Blazer wont start

1994 s10 blazer 4.3 vortex engine auto trans
the engine will not start unless you inject fuel into the throttle body. I will then run fine and drives fine. Shut it off and it will not start. It has spark when trying to start but acts like it gets no fuel at all. The fuel pump the plug wires and plugs are all new. New filter as well and double checked to make sure the fuel filter was not backwards.
No trouble codes either

For sure this is a fuel issue. First, when it doesn't start, you have to check fuel pump pressure to the rail to make sure it is within specs. If it is, then you need to check to make sure the injectors are getting power and firing as they should. Either you have a bad fuel pressure regulator allowing pressure to not build at the rail or the PCM isn't firing the injectors. To check the injectors, you need what is called a noid light. All it does is plug in to the power wire to the injector. While the engine cranks, it should pulse on and off when the injector gets power. It shouldn't be on steady or off the entire time.
