Applying the throttle is just changing the throttle opening, not resulting in any addition of fuel like it would a carburetor. Look at the ISC motor, and see if it is fully retracted, and not opening at all during a crank. It could fall into several causes, like ignition timing, base idle and TP adjustments, fuel quality, or a faulty/misadjusted ISC.
