If the timing belts are not done right, what will happen to car and how will I know?

Was told that car is idleing to low and timing is out. What happens when timing is out?

Does the timing belt control of opening of valves?

The timing belt turns the camshaft and in turn opens and closes the valves

Normally, if belt is off a tooth or two, you will hear valve noise.
