1992 Jeep Cherokee wont start

It has been sitting for awhile but I start it every once in awhile & let it run for about 10 to 15 mins, but now it wont start I hear the fuel pump but no gas getas to fuel rail it could be clugged fuel filter, but not sure.

Sure there is fuel in the tank? Pull the filter and see if you have fuel flow with the key on, place a hose from the exposed fuel line to a sutable container, if you have flow there, replace filter and check for fuel at the rail.
