Timing belt tensioner

I had the water pump and timing belt replaced on my 1992 caravan 3.0 sohc but the guy did not replace the timing belt tensioner now it is very noisy and after about 10 miles I noticed the gas guage dropping very fast and a rough idle when stopped. The guy said that is caused by the belt wobble from flatspoted bearings in the tensioner. But he does not want to work on it anymore. He just does it on the side and he is getting old. It took him 4 days to do what he did. My question is will the whole front of the engine have to be removed e.G.(Power steering), (crank pulley) (Ihad him leave the AC & bracket off) just t6o replace the tensioner or is there a shortcut

I don't think there is, he should have replaced it when he did the belt, especially with the age of the car and mileage. I know it doesn't help you now. You would only need to get the belt cover off and not take crank pulley off if you can make sure cams and everything doesn't slip out of time.
