The engine will crank but not turn over. I have replaced fuel pump, fuel filter, fuel regulator, ignition module, coolant temp sensor, spark plug, wires, distributor cap, and rotary button but it still won't turn over. When I changed the fuel pump it still ran but with a rough idle at about 250-300 RPM so I done distributor cap and rotary button now it won't start.

Are you getting spark and fuel to the engine? Have you checked fuel pressure to make sure it is within the manufacturer's specs? Is the spark at the plugs a good hot blue snapping spark?

Check injectors to make sure they are getting power. If they are, see if it will start with starting fluid for a couple seconds Let me know what you find.
