1989 Ford E-Series Van Won't start

After hours upon hours of working on our 1989 Ford Econoline 150 Van, we still are having no luck getting it started. We've replaced the ignition lock and key, ignition switch, starter solenoid, checked the fuses, battery, and we are at a standstill. When we turn the ignition, it doesn't feel like it's engaging. Is there anything else we can do? Any help would be greatly appreciated.

Check to see if relay is being engaged then check battery for condition including load test.

Thank you for your help! We will definately check that also! We were finally able to get it started but only if we bypass the starter solenoid. Any ideas what that could possibly be? We are not sure wiring is done properly, but have been unable to find a wiring diagram for the starter solenoid. I've researched site after site and keep running in circles so far!

I forgot to give you the rest of the answer. Check th fusible links in pic. They are connected to the starter relay /solenoid that battery connects to on fender. They are available at auto parts and shold have battery voltage on both sides. A lot of times they only have one wire of the link connected.
