When shifting out of park the locks intermittently do not automatically lock?

Hmm, that's not right, what is your battery voltage reading right now? Then measure from pins 2, 8, 9, 10 each one to Battery Positive. Does the meter read around 1-2volts?

Do you get the same 11 volts if you use Battery Negative as your Ground instead of pin 11 on the connector? I'm also wondering how low battery voltage goes when the engine is running with more electrical load on the vehicle, it might be dropping below 11volts, there's no load on those circuits right now. Do you have any back probing pins like these? So, we can check this Range switch plugged in.
There's 2 possibilities for only 11-volts, either the Ground from pin 11 is not good, or there is voltage loss happening from the PCM.
