Hi,
This is normally caused by the evap canister has fuel in it. This is just supposed to have vapor in it from the tank and then the purge valve pulls in the vapor when it needs too. I would suggest replacing the canister and the purge valve because once the canister gets fuel in it, it breaks down the charcoal and the purge gets stuck.
So when you fill the tank there is a large amount of vapor that goes into the system. If the purge valve is stuck this vapor and fuel will enter the engine and there will be too much fuel and it will not start. Once this dissipates, the engine starts.
