Are you sure the battery is in good condition and fully charged? Also, other than the lights, does any electrical component work? For example, does the radio turn on or the brake lights? If you haven't already, remove the battery and have it load tested at a parts store to confirm it's good.
As far as the anti-theft light is concerned, once you confirm the battery's condition and make sure it's good, turn the key to the run position so the anti-theft light turns on. Allow the key to remain on for approximately ten minutes. At that point, the light should turn off and the vehicle should start. See what happens.
Also, it isn't uncommon for a battery to show 12v power and fail when any load is placed on it. They can short internally. Also, a loose or corroded battery terminal can also cause this.
