Hi,
What you are describing to me sounds like a weak connection. What can happen is this. When you check for power, the wiring can provide it for a test light, but when a load is placed on it, the connection fails. However, which connection.
Since I assume you are providing a new ground when you check for power with it disconnected, my first guess is the ground is failing. So, take a look at pic 1. Check the ground for the pump. The pic indicates location.
Next, I need you to check both the fuel pump relay and the auto shut down relay (ASD) shown in pic 2. If there are relays with the same part numbers in the box, switch them to see if it makes a difference. If there isn't, here is a link that explains how to test a relay:
