This code comes up when the cluster is not working when you turn the key on does the cluster work. You could have popped a fuse which could cause this issue. Let's start with the easy stuff first. These guides can help also I have included the fuse locations:

https://www.2carpros.com/articles/how-to-check-a-car-fuse

and

https://www.2carpros.com/articles/how-to-reset-a-security-system

Check out the diagrams (below). Let us know what happens and please upload pictures or videos of the problem.

Yes, fuse is good, and I tried the little tricks to bypass the pats. Nothing worked.

This first started when something was overcharging my battery, and someone reseated the cable and I guess instead of overcharging the battery it sent all those volts to everything else. Someone said that could have damaged the computer could it?

Yep, that can do it, have you run a CAN scan on it? Here is the link:

Please run down this guide and report back.

Tool the computer out of its casing and there's a burn spot assuming that's the problem. Do I need the exact same computer for it to work in my truck? And what could be causing the overcharging issue? I've already replaced the voltage regulator.

As you can see from these wiring diagrams the cluster has a voltage gauge that interrupts the charging system so if the cluster is bad, it will cause charging issues. Check out the diagrams (below). Please let us know what happens.

Yep, it looks like you may have found the issue, you can fix that by soldering over the break.

Really all I have to do is solder over where the strips are broken. To fix the overcharge issue so I need to check all of those wires in that ground for a naked wire.

Does the cluster work now? Also did you clear the codes? This guide should help:

Please run down this guide and report back.
