Hi Calvin,
This sounds like the motor is worn or even shorted and when there is resistance on the windshield the motor is pulling too much current and it blows the fuse. When the windshield has less resistance (water on it) the motor is able to operate under the fuse amperage of 25 amps.
If it were me, I would replace the motor and then retest. Here is the procedure. Let me know if you need more information. Thanks
