Just to be clear, this issue started after you replaced the wiper motor.
Did you replace this for a different issue or for this exact issue?
If this started after this was replaced, then the most likely cause is it was not installed in the correct position. Meaning when it was hooked up the arms were put on in a different position. However, the fact that it doesn't respond properly from the switch, I suspect the motor is faulty.
We can do a test at the motor at each wire and see what the voltage is from the switch to make sure that is not the issue but again, the way this is working points directly to the wiper control module which is part of the wiper.

I am attaching the wiring diagram, but I suspect you are going to have to replace the motor again.
