2004 Buick Century windshield wiper motor

One of my wipers quit working, but acts likes it wants to work. What's wrong? And How do I get to it to fix it?

At the end of the arm at the base of the windshield, you will see a cover, remove the cover, there is a nut under it, try tightening the nut, and see what happens, let me know how you make out.
