Water pump

When my car engine is cold, the radiator is always totally full. When I crank it, the level does not go down. I thought the pump would pull it through the bottom hose and up into the engine to circulate until the thermostat opens. Is there something unusual about this? I'm assuming the pump is working, otherwise the engine would be overheating and be ruined within a matter of only a couple of minutes.
