So you need three things to start the engine. Compression, spark and fuel at the right time.
If it is acting like it is flooded then let's chase that down. Try two things. First, hold the accelerator to the floor or wide open throttle, and see if the engine starts. If it does then you are getting too much fuel during cranking which means you probably have an injector stuck open. This is called clear flood mode and is designed to cut the injectors off in the event you have too much fuel and the engine won't start.
If it starts then we need to monitor o2 sensor data and see if it is running rich. More than likely it is in which case we need to address an injector issue.
If not, then we need to check plugs to see if they are fouled. If they are, replace them and check for spark. If they are not fouled with fuel, then check for spark and use starter fluid to see if it starts.
If none of this works and you have spark and fuel, then we need to check compression.
