2003 Volvo S60 won't start

My car won't start. The battery was replaced 2 months ago, at the same time I had to replace the key (chip had gone bad). Now I know it isn't the key since we also tried the valet key. It is not the battery. ALl of the dash lights come on, and there is a click, but it won't turn over. DOes it sound like a chip?

Check the starter solenoid wire for battery voltage when you turn the key to the start position. If you do get battery voltage then the starter is bad. If you have no power then you have another issue. Could be a bad Central Electronic module not recognizing the keys to a faulty nuetral control switch. Let me know about the starter first and what you find.
