1980 Volvo 245 DL Wagon timing belt replacement, no AC

1980 Volvo 245 DL wagon 2.1 litre 21F engine 130k miles.

I need to replace the timing belt. Can one do the job at home, are there special tools needed? The dealer said they should be changed every 50k miles, is this true?

Also my AC doesn't seem to turn on the compressor, what should I check as far a the electric circuitry?

Also the cruise control doesn't work any more. Are there routine things which fail on these?

Yes you can easily replace the timing belt. There are markings on the flywheel and cam pully to line up everything and no you don't need special tools.
Secondly cuise controls work of the vacuum of the car look fo broken or disconected lines for a start
