2003 Volkswagen Jetta Car running hot

My 2003 VW Jetta 1.8T is running hot. The two fans do not turn on at anytime unless i turn on the A/C. I checked the number 16 fuse and it is good. Where do i start now? The car only has 55,00 miles on it and Ive never had any kind of problems out of it.

The fan switch located on the radiator controls the fans. It may be faulty or a trapped air bubble at the sensor could be giving a false temperature reading.

Sometimes a bad thermostat or a broken water pump will not properly circulate the coolant, this can also give a false temperature reading at the fan switch.
