1996 Volkswagen Jetta problems starting in the cold

When the weather is cold (below 40 F), it takes 3 or 4 attempts before my car reluctantly starts. When it finally starts, it seems like it's going to stall out at first, but then it catches and it's ok. After the first start of the day, it starts easily after that until I let it sit for another 8 hours or so. Then it is hard to start again.

I just replaced the battery and that's not the problem. Should I replace my wires and plugs, or check the fuel pump?

So it is turning over and not starting? At that age/mileage a tune up is definitly in order.A fule pressure check might not be a bad idea, the pump could be letting the pressure bleed down over long times causing the excessive cranking to get the pressure back up
