1996 Volkswagen Golf Fuel Pump - Electrical

I have a 1996 vw golf that a friend gave me. The fuel pump is currently not engaging.
The way my friend described it to me is that he was on the highway when the car sputtered and died. He picked up a different fuel pump at a junkyard, but that one didn't work either.
I replaced the relay and the fuse - still not engaging the fuel pump.
I'm confused. I've pretty much concluded that there's no power getting to the fuel pump, and I'm guessing there's no power at the relay or fuse either.
How do I fix it, if my guesses are correct? Also, if the O2 sensor before the cat is missing, would that prevent power from getting to the pump?

You'll need to verify that there is no power at the pump or relays. Then move backwards through the system to find where exactly the power supply ends.

The car will never run properly if there is no front oxygen sensor. That is the computer's primary source for deciding proper fuel strategy.

I have the O2 sensor on order - should be in today.
I will be out there in about an hour... Will get back to you on the power issue. I'm hoping that just the fuel pump is bad - I found a brand new one on ebay for $55.

Just to be clear, the absense of the O2 sensor would make the car run shi*ty, but would not prevent power from reaching the pump?

When I am testing the power supply with the multimeter, my understanding of the power supply ends at the relay and fuse... Where do I go from there?

The last section of wiring would be between the fuse panel and the battery. There may be a bundle of fusible links in the harness about 1 foot away from the battery.
