Very low coolant temperature while driving?

Hello,

There is a problem with coolant temperature. When the engine is running, but do not drive the coolant the temperature is rising, but it does not reach normal value. But when the car is driving the coolant temperature drops to minimum. The air temperature is now about 20 degrees Celsius (about 70F). I replaced the thermostat from other car (it was used part, I do not know if it was 100% okay, but I think so), but it is again minimum temperature.
What is faulty? What should I check, replace?
Is there any sensor which controls the temperature too?
This car was after a car accident. There was whole engine with radiators replaced.

Yes, it sounds like the engine coolant temperature sensor needs to be replaced, here is the location so you can swap it out. Check out the images (below). Please let us know how it goes.

It looks like a well working thermostat and the right value of coolant temperature but only faulty temperature's gauge. Is it true that the engine coolant temperature sensor is only for temperature's gauge? Or this sensor controls the coolant temperature, and this temperature is too low now?

The coolant sensor feeds the PCM and the gauges via the PCM.
