Turn signals not working properly

My right turn signal was flashing fast, so I went and bought a bulb. That did not solve the problem. I then noticed that when my headlights are off, it blinks fast. When the headlights are on, they blink slowly. What could be the problem? It's only the right turn signal.

This sounds like you have a bad ground at the turn signal bulb. Here is a guide to help you check the ground and the blinker wiring diagrams so you can see how the system works and what grounds to check:
