Transmission has trouble shifting, then surges when it does shift

We have a Dodge Cummins, 2500. It is having trouble shifting into second, going past 2,500 before it finally shifts. Once it does shift, it seems to surge, then RPM's go up again then will finally shift. Any thoughts on what's causing this?

Hello,

This sounds like you have a turbine shaft speed sensor that sounds like it is not working. To be sure lets run the codes to see what comes up.
