That does not sound good. Can you tell approximately where the sound is coming from? Also, check battery terminal connections, as well as where the ground mounts on the engine block. Make sure they are tight and not corroded.
I realize you have a new battery, but it sounds like an arc, which can be dangerous. If you want, in the dark open the hood. Cycle the key so you hear the sound. If it is an arc, you should see sparks. Just be careful and prepared in the event something catches fire. Also, since it does jump really makes me believe it is something with the battery connections.

Also, make sure the connections to the starter are clean and tight.
One last thought, if you use a ground other than the battery terminal when jump starting, suspect the ground cable is at fault.
