I hear a clicking sound when turning the ignition key to start the car?

I hear a clicking sound when turning the ignition key to start the car. Clicking sound comes from under the hood. Have to turn the ignition key a couple of times and hard to get the car started. I also noticed I buzzing sound under the dash when turning the ignition key when the car wont start. I have clean my battery terminal connectors and ground cables.

Have battery checked for condition including load test most places do for free. It may be a starter however.
