If the engine had just been rebuilt, it is possible residual oil inside the exhaust system is being burnt but what you are describing is the reverse of what it should be.
If it is residual oil, it would normally not smoke so much when engine is first started. The smoke will increase with the exhaust system heating up and if the throttle is opened suddenly to rev up the engine, smoke would increase.
If the smoke is completely white, then it is possible it is water vapour. Condensation inside the exhaust system is being pushed out as white smoke and this is greatly affected by the weather, colder weather would result in more smoke ( steam)
If the smoke is greyish in color, then it is oil being burnt and from the symptoms, it is most likely caused by the valve seals. You should refer it back to the shop which did the head. Did you check if engine oil is being lost?
Are the spark plugs fouled by the oil?
