1995 Toyota Tercel Speedometer Problems

My mother gave me her 95 Toyota Tercel. The speedometer is off track. When I hit the interstate its 55, the speedometer needle shakes around and everything and I dont know what the problem may be. The cars horsepower is very slow but the cars jumps to 25mph so quick I know im going less than 25mph. Please help me what wrong with her. Will it be expensive to get fix

I had the same problem with my 1996 tercel and seems to be a problem with many of them. I simply removed it and put it back on and haas been fine every since. Sounds stupid and simple but it has been fine for over a year now
