1994 Tercel, 102K, will not turn over. Plenty of juice to turn on lights and car runs fine if push started (standard transmission). I have tried all gears, neutral, clutch down etc...Is there a safety switch that goes bad?

IF you put it in neutral, and hot wire/jumper the starter, you'll eliminate the starter.

There is a neutral saftey switch, sometimes called a clutch switch that may be bad like you think, the parts store will know what you mean...may be a dealer part.
